जवाहरलाल नेहरू इतिहास के अच्छे ज्ञाता थे। उन्होने 1942-45 के दौरान ब्रिटिश जेल में डिस्कवरी आॅफ इंडिया लिखी। उन्होने अपनी विलक्षण प्रतिभा से सभी महाद्वीपों का वर्णन किया तथा 1930 में फासिस्ट शक्तियों को रोकने के संधर्ष में भाग लिया था।नेहरू, टीटो, नासर के साथ गुट-निरपेक्ष आन्दोलन के जनक थे। लेकिन बारह बर्षो तक शासन करने से उबने पर उन्हें लगा कि उनकी योग्यता में कमी आ रहीं है । वे इसी बात कि ओर सजग थे।और एक बार तो उन्होने कुछ समय के लिये प्रधानमंत्री का पद छोडने का विचार कर लिया था।जैसा कि उसके मित्र यू नू ने बर्मा में किया था।उन्होने लिखा है-
मेरे अन्दर एक भावना बढती जा रही है कि पहले जैसी मेरी उपयोगिता कम होती जा रही है और मै अब मशीन कि तरह कार्य कर रहा हूॅ न कि एक सक्रिय और जीवित व्यक्ति कि तरह इस तरह से कार्य करने से वास्तविक ध्येय समाप्त हो जाता है हमारी कई आर्थिक और अन्य नीतियों के कारण मुझ में बेचैनी पैदा हो गयी है मै इस स्थिति में परिवर्तन के लिये अंशतः दखल इसलिये नही देता क्योकि विषय से पूर्ण रूप से परिचित नहीं हूॅ और अंशतः इसलिये कि मैं उससे संबद्व हूं और इससे निकलना संभव नहीं है..........
नेहरू ने आगे लिखा हैः....
यदि मै अपनी इच्छा के अनुसार चयन करूं तो मेरी ख्वाहिश होगी कि अन्य लोग यह कार्य करें और मुझे वह कार्य करने को छोड दे जिन्हे मै अधिक महत्वपूर्ण समझाता हूं परन्तु मै नम्र भाव से कहता हूं कि हो सकता है मेरा हटना उस योजना के लिये हानिकारक हो। कोई भी व्यक्ति अपरिहार्य नहीं होता लेकिन लोग किसी विशेष समय और परिस्थितियों मे कुछ विशेष अंतर पैदा कर देते है। मै महसूस करता हूु। कि यदि भविष्य में मैं वास्तब में कुछ उपयोगी हो सकता हूॅ तो मुझे अपनी मौलिकता खेाजनी होगी शायद मै ऐसी स्थिति में यह न कर सकूगां क्योकि लम्बे समयसे एक रूढिबद्व सा जीवन जी रहा हू। मै कुछ समय और अपना काम करते रहने को तैयार हूं,परन्तु बहुत लम्बे समय के लिये नहीं मै नहीं समझता के मेरे द्वारा उपयोगी कार्य करने के दिन अब समाप्त हो गये हैं। लेकिन मैं इतना समझता हूं कि वर्तमान परिस्थितियों में मेरी उपयोगिता धीरे-धीरे कम होती जायेगी।
नेहरू के मित्रो ने उन्हे प्रधानमंत्री बने रहने के लिये समझााने में कोई अधिक कठिनाई नहीं हुई। यदि नेहरू अपनी इच्छा के अनुरूप कार्य भार छोड देते तो हम इस बात का अनुभव नही लगा सकते कि नेहरू अपने अंतिम दिनो ंमे कितना महत्वपूर्ण कार्य कर सकते थे।
एक मंत्री की योग्यता का महत्वपूर्ण प्रदर्शन तब होता है जब सरकारी कर्मचारी उसे अपना पूर्ण सहयोग देते है। भारत के एक सबसे योग्य प्रशासक सरदार बल्लभ भाई पटेल नेहरू कि प्रथम कैबिनेट में उपप्रधानमंत्री के साथ-साथ गृहमंत्री भी थे। पटेल अंग्रेजी के प्रबल विरोधी थे। कार्यभार संभालने के बाद सरदार पटेल ने उन सरकारी कर्मचारियों को अपने सहयांेग और उनकी सेवा शर्तो को नियमित करने और उनके अधिकार को बहाल सखने का अश्वासन दिया । उन्होने उनमें अपने विश्वास को कार्य रूप दिया । उनके गृह सचिव एच0 बी0 आर0 आयंगर ने बताया कि एक बार उसने 40 फाइले सरदार पटेल के पास भेंजी । 38 फाइलों पर उन्होने गृह-सचिव कि बातों कि पुष्टि कर दी जब गृह- सचिब ने उन्हे बताया कि वे इस बात से बहुत प्रसन्न है तो सरदार पटेल ने कहा कि मै तुम्हारी 25 बातों से सहमत नहीं हूॅ परन्तु मुझे मृह-सचिव के रूप में तुम्हारी स्थिति को बनाये रखना है।

Nehru, along with Tito, Nasser, was the father of the Non-Aligned Movement. But after getting bored of ruling for twelve years, he felt that his merit was declining. He was aware of this. And once he thought of leaving the post of Prime Minister for some time, as his friend Yu Nu did in Burma. He wrote -
There is an increasing feeling in me that my utility is decreasing as before and now I am working like a machine and not as an active and living person, by working in this way, the real goal is finished. Due to many economic and other policies, there has been uneasiness in me. I do not interfere partially to change this situation because I am not fully aware of the subject and Partly because I belong to him and it is not possible to get out of it ……
Nehru further wrote: ....
If I choose according to my wish, I would like others to do this work and leave me to do the work which I consider more important, but I humbly say that my withdrawal may be detrimental to that plan. Ho. No person is indispensable but people make some special difference in any particular time and circumstances. I feel That if in future I can really get something useful, then I have to play my originality, maybe I will not be able to do it in such a situation because I have lived a conservative life for a long time. I am ready to do my work for some time, but not for a very long time, I do not think that the days of my useful work are over. But I understand that in the present circumstances my usefulness will gradually decrease.
Nehru's friends had no difficulty in convincing him to remain Prime Minister. If Nehru gave up the work as per his wish, we could not have realized how important work Nehru could have done in his last days.
The important performance of a minister's qualifications is when government employees give him full support. Sardar Ballabhbhai Patel, one of India's most qualified administrators, was the Deputy Prime Minister as well as the Home Minister in Nehru's first cabinet. Patel was a strong opponent of English. After taking charge, Sardar Patel gave assurances to those government employees to regularize their support and their service conditions and restore their authority. He made his faith work in them. His home secretary HBR Iyengar told that once he sent 40 files to Sardar Patel. On 38 files, he confirmed the things of the Home Secretary, when the Home Secretary told him that he was very happy with this, Sardar Patel said that I do not agree with your 25 things but I as the Home Secretary Your position has to be maintained.
